Six interconnected dimensions that determine whether a programme delivers - or stalls. Every one of them matters. When one fails, the others invariably follow.

Strategy

Is the programme solving the right problem? We test alignment between strategic intent and what the programme is delivering, including what it has quietly dropped.

COG 02

Prioritisation

Are decisions being made on evidence, or politics? We assess whether the right work is in flight, the right work is being protected, and the right work has been deferred.

COG 03

Delivery

Are the mechanics sound? Velocity, dependency management, resourcing, risk tracking - we go beneath the RAG status to what is happening on the ground.

COG 04

Governance

Is accountability real or performative? We examine whether decision-making forums are empowered to act, or just venues for reporting what leadership wants to hear.

COG 05

Adoption

Will anyone actually use what you're building? Business readiness, change management, training - we test whether the organisation is being carried with the programme or left behind.

Benefit Realisation

Can you demonstrate the value? We assess whether benefits are defined, owned, tracked, and - critically - whether anyone will still be accountable for them after the programme closes.
